The Ripley Valley Priority Development Area (PDA) is located in one of the largest urban growth areas in Australia.
It offers opportunities for further residential growth to meet the region's affordable housing needs.
It covers an area of 4680 hectares and is located approximately five kilometres south west of the Ipswich CBD and south of the Cunningham Highway.
It will potentially develop into 50,000 dwellings to house a population of 120,000 people.
The PDA was declared on 8 October 2010.
The development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.
The Ripley Valley PDA Development Scheme commenced on 8 October 2011.

Ipswich City Council assesses development applications for this PDA.
All development applications are assessed against the development scheme.
Endorsed context plans
Refer to the Ripley Valley PDA Development Scheme ( 3.9 MB) for the statutory requirements of a context plan.
Refer to Practice note no. 9 - Context plans ( 957 KB) for further detail on preparing a context plan. A context plan has been endorsed by the state government and it has been determined that it is consistent with the development scheme.

Funding and building infrastructure is key to facilitating development within PDAs and is outlined in the Infrastructure Funding Framework (IFF).
The ICOP for the Ripley Valley PDA provides details of the infrastructure charges for the PDA and the infrastructure items that may be offset against these charges. It includes maps and plans of infrastructure networks.
Proposed ICOP 2019
The proposed Ripley Valley PDA ICOP 2019 will regulate the infrastructure contributions that may be offset against the Ripley Valley PDA charges set in the IFF.
The proposed Ripley Valley ICOP 2019 is an update to the existing Ripley Valley ICOP which aligns infrastructure items with approved plans, Local Infrastructure Plan and Sub-Regional Infrastructure Plan documents. Once approved, The Ripley Valley ICOP 2019 will be in effect until EDQ completes a program of work to review all strategic trunk infrastructure asset planning and costs in the Ripley Valley PDA. The review will inform the future Development Charges Offset Plan (DCOP). The DCOP will replace the ICOP once completed.
The proposed ICOP was publicly notified from the 9th October to the 5th November 2019.
EDQ will assess all submissions received and prepare a submissions report.
