When a PDA is declared, an interim land use plan (ILUP) is in effect until the development scheme is completed.

During the 12-month PDA planning process, a proposed development scheme for the PDA must be prepared. The proposed development scheme is publicly notified for a minimum of 30 business days (the submission period), during which time anyone may make a submission on the proposed scheme.

Following consideration of submissions received the development scheme is completed. The ILUP and proposed development scheme are then superseded by the development scheme.

The Minister for Economic Development Queensland (MEDQ) is required under section 172 of the Economic Development Act 2012 to keep a register of PDA planning documents, including those no longer in effect.

The Minister for Economic Development Queensland (MEDQ) may amend a development scheme for a PDA. The amended development scheme must be publicly notified, during which time anyone may make a submission on the proposed amendments. When an amended development scheme takes effect, the development scheme and submissions report are replaced.
