Key details

The Ripley Valley Priority Development Area (PDA) is located in one of the largest urban growth areas in Australia.

It offers opportunities for further residential growth to meet the region's affordable housing needs.

It covers an area of 4680 hectares and is located approximately five kilometres south west of the Ipswich CBD and south of the Cunningham Highway.

It will potentially develop into 50,000 dwellings to house a population of 120,000 people.

The PDA was declared on 8 October 2010.

Development scheme

The development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA. 

The Ripley Valley PDA Development Scheme (PDF icon 3.9 MB) commenced on 8 October 2011.

Development assessment

Ipswich City Council assesses development applications for this PDA.

All development applications are assessed against the development scheme.

Endorsed context plans

Refer to the development scheme for the statutory requirements of a context plan.

Refer to Practice note no. 9 - Context plans (PDF icon 957 KB) for further detail on preparing a context plan. A context plan has been endorsed by the state government and it has been determined that it is consistent with the development scheme.

Infrastructure

Funding and building infrastructure is key to facilitating development within PDAs and is outlined in the Infrastructure Funding Framework (IFF).

The Ripley Valley PDA ICOP (PDF icon 1.7 MB) provides details of the infrastructure charges for the PDA and the infrastructure items that may be offset against these charges. It includes ICOP maps (PDF icon 7.7 MB) and plans of infrastructure networks.

The ICOP is supported by a Cost Schedule (PDF icon 1.4 MB) which outlines the trunk infrastructure requirements to service the demand generated from the PDA.

To claim either a provisional or a final infrastructure offset use the online form. Please refer to the application checklist before completing the online form.

The Ripley Valley PDA ICOP (PDF icon 7.1 MB) will be in effect until EDQ completes a program of work to review all strategic trunk infrastructure asset planning and costs in the Ripley Valley PDA. The review will inform the future Development Charges and Offset Plan (DCOP). The DCOP will replace the ICOP once completed.

The ICOP was publicly notified from 9 October to 5 November 2019.
