The Toowoomba Railway Parklands Priority Development Area (PDA) aims to develop as an active, high quality, mixed density urban village which will reinforce and frame the Toowoomba CBD core area.
Located north of Toowoomba's CBD it covers approximately 50 hectares.
The PDA was declared on 12 December 2014 at the request of Toowoomba Regional Council
The development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.
The Toowoomba Railway Parklands PDA Development Scheme ( 14.3 MB) came into effect on 28 January 2016. Toowoomba Regional Council has proposed to amend this development scheme.
The proposed Toowoomba Railway Parklands PDA Development Scheme amendment no.1 ( 4.6 MB) was publicly notified from 8 November to 29 November 2019 (submission period).
All submissions received during the submission period will be considered by Toowoomba Regional Council and the Minister for Economic Development Queensland (MEDQ). A submissions report will be prepared, and amendments may be made to the proposed development scheme due to issues raised in submissions. The final version of the proposed Toowoomba Railway Parklands PDA Development Scheme amendment no.1 requires the approval of the MEDQ.
Toowoomba Regional Council assesses development applications for this PDA.
All development applications are assessed against the development scheme.
Funding and building infrastructure is key to facilitating development within PDAs and is outlined in the Infrastructure Funding Framework.
The Toowoomba Railway Parklands PDA Development Scheme includes an infrastructure plan to ensure appropriate infrastructure is in place to support this growing and dynamic area.
