What is the Local Government Sustainability Framework and why is it important to Queensland?

Queensland councils play a critical role in supporting the safety, liveability and prosperity of local communities right across the State. The ongoing operation of councils is vital for thriving communities, which is why we have introduced a new framework to ensure councils remain financially sustainable and able to continue to serve all Queenslanders.

Queensland has one of the most diverse local government sectors in Australia, covering a huge geographic area. Our councils work across many regions, cultures, social factors, and economic drivers.

It’s essential that our local councils remain financially sustainable – that is, able to manage their financial resources in a responsible and efficient manner – so they can meet both immediate and long-term financial obligations while maintaining the provision of essential public services to their communities.

Up until now, sustainability was only measured by financial position, failing to properly recognise factors outside the balance sheet.

A new approach, called the Local Government Sustainability Framework ( 4.2 MB) will bring into consideration a range of sustainability elements and will deliver tailored support that directly addresses the individual needs of each council.

What is the Local Government Sustainability Framework?

The Framework is our new approach to working with Queensland councils on sustainability challenges. It recognises the varied factors that influence the success of councils over time. The diversity of the sector means that no single solution or approach will address the sustainability challenges faced by many local governments.

The new framework:

  • Recognises the diversity of Queensland councils
  • Includes a more holistic view of the drivers of sustainability
  • Addresses financial and non-financial indicators of sustainability
  • Outlines the role of the Department and other stakeholders
  • Outlines the Department’s approach to supporting council sustainability

What are the benefits for local councils?

When councils use the framework, we can provide targeted support to improve council performance and sustainability with tailored and relevant solutions. A more holistic approach to considering the sustainability of councils will help ensure Queensland’s growth happens in the right way—to enhance our already great communities and support our incredible lifestyles. It will also help councils understand their drivers of risk and success factors over time.

Implementing the new Framework will be a partnership between the State and councils. Importantly, the Framework is being designed to ensure minimal work for councils, while delivering an enhanced understanding of council sustainability for councils and the communities.
