First look: Caboolture West to house 70,000 people
With more people calling Queensland home, it’s important to unlock land in areas people want to live in.
The Waraba Priority Development Area (PDA) was declared on 2 August 2024. Further information relating to the Waraba PDA is available including, lodging PDA development applications and transitioning framework from Planning Act 2016 to the Economic Development Act 2012.
Caboolture West will become the size of a regional city
An urban area that could be home to 70,000 people will be built on Brisbane’s doorstep in the north. With around 30,000 homes once complete, Caboolture West, will become the size of a regional city – it is a similar size to Mackay City.
With a city of that size it is important to get the planning done correctly first and ensure housing, infrastructure, services, parks, schools and environmental corridors are planned for and coordinated.
A first look at the future plans for the area has been released through the draft interim structure plan. This includes four neighbourhood hubs and a local centre/community hub.
What is an interim structure plan?
The draft Caboolture West Interim Structure Plan is an early release of the overall planning for the area and will be used to guide development applications already lodged for the area.
The draft interim structure plan maps out the location of existing or proposed infrastructure and the indicative location of future infrastructure for the Caboolture West Growth Area, including environmental corridors, state school sites, road layouts and the location for neighbourhood centres and hubs to support development of the new community.
The interim structure plan is expected to be in place for approximately 18 months and will be replaced by the Final Caboolture West Structure Plan. The interim plan will cover the area proposed for growth under existing major development applications.
How will Caboolture West accommodate future growth in South East Queensland?
Strong interstate migration combined with low interest rates and the Commonwealth Government’s homebuilder stimulus program has created unprecedented demand for housing in South East Queensland.
Australian Bureau of Statistics data revealed Queensland had the largest positive population change of any Australian state or territory for the year ending 31 December 2021, with our state welcoming over 73,000 people: a 1.4 percent population increase.
Caboolture West will deliver a well-planned, sustainable, resilient and serviced community in an area with high growth and demand.

The plans we make today will have a long-term impact and that is why it is important for community members and businesses to have a say on proposed plans – this includes the draft interim structure plan.
The final structure plan will be the comprehensive land use and infrastructure blueprint guiding development roll out in Caboolture West for the next 30 years.
